Build up a sandbag based bunker from miliput/putty? Might be heavy but it will be the cheapest option

If you have (or can get) any spare side pieces from the GW modular movement tray- 1- glue two sections together to create a rectangular profile. Repeat until you have many. 2- build like Lego, cut and chop as required. Build defence lines, bunkers etc from them. 3- add battle damage/accessories. 4- paint up in colour required.
End result looks like 'flackboard' barricades. Quick, simple, effective, and low cost. Ask Ed or James as they may remember the ones I did for Eastbourne Elemental.

Think I said this on FB - if you want a cheap template then Amera Plastics is pretty cool - think of it as a blu print to add too. You can have barracks, trench lines etc and all pretty damn cheap too - they just need a fair bit of work to them

I've got a bunch of the Square windowed buildings and that sci fi range works really well for 40k

I do indeed remember, a surprisingly effective end result.
